Depicts a large number of people and numerous pyramid-style tents on a dirt levee surrounded by flood-waters. Several vehicles are parked on the levee’s slope and several row-boats on the shoreline. Power lines and poles parallel the levee on both sides. On the camera's left side is a small building and a tree; in the far background on the camera's right side is a tree line. Text in bottom right reads "Greenville 5-11-27."
