Depicts a wall of sandbags that run from the photo's bottom left corner towards the background on the right-side. This wall of sandbags separates flood waters from railroad tracks and a town street. The flood waters are on the right side of the photo with the town on the left side. There are several figures standing between the tracks and sandbags, looking towards the water. In the photo’s center, there are several box-cars on the tracks, with several parked vehicles on the photo's left side between the tracks and a row of buildings. There are several utility-poles paralleling the tracks and buildings. There is a tall structure in the far center background surrounded by scaffolding.
